PHR indicates how much transmission power left for a UE to use in addition to power being used by current transmission.
eNB uses this report value to estimate how much UL BW UE can use for a specific sub frame. Since the more RB UE is using highe the required Transmission Power will be, but UE Transmission Power should not excced the Max Power.
UE can not use much RBs if it doesn't have enough PHR.
